Our Team

The Downtown Oregon City Association is made of a small staff and group of dedicated volunteer board members.

Juliana Allen

Juliana brings over a decade of small business and non-profit experience to the Downtown Oregon City Association. Passionate about body-based leadership and supporting a thriving local economy, she leads with a relational approach, advancing initiatives that foster both economic vitality and community resilience. She is an advanced-level Somatic Experiencing practitioner-in-training and currently studying Traditional Thai Bodywork, bringing nervous system wisdom into leadership, organizations, and community systems.

Ryan Brinkley

An Oregon City native, Ryan works with the Downtown Oregon City Association to support initiatives focused on downtown vitality, business engagement, and community promotion. His background spans media production, marketing, and international business, bringing a multidisciplinary perspective to the organization’s work.

Administrative Lead

Victoria is the economic development director for the West Linn Chamber of Commerce and a certified Oregon economic developer who focuses on strengthening local business communities through relationship-building and strategic support. A former leader of the Oregon City Chamber of Commerce, she brings deep regional experience and currently serves as Board Chair of the Downtown Oregon City Association.

Victoria Meinig

Seth is a mixed-use developer who brings thirty years of construction and real estate development experience to the Board. Passionate about communities and his profession, he serves on the Boards of the Home Building Association (HBA), Construction Management Association of America (CMAA), Oregon City Business Alliance (OCBA), and Oregon City Chamber as well as the Urban Renewal Task Force for Wilsonville and Developer Advisory Group for Gresham. Certifications include Project Management Professional (PMP), Certified Construction Manager (CCM), and LEED AP, with a BS in civil engineering from Washington University in St. Louis.

Craig Morrow is the owner of Oregon City Brewing Company and a longtime advocate for the downtown business community. He has served multiple terms on the Downtown Oregon City Association board, bringing practical small-business experience and a strong commitment to a vibrant, locally focused district.

After more than a decade building products and teams in the high‑tech world, Tara decided it was time to channel that same passion for innovation into food and community. Today, Tara is the proud owner of Watershed Cafe & Bistro, located in Downtown Oregon City. With her business background, passion for delicious food and drink, and an entrepreneur’s heart, Tara's focused on creating a community cafe experience that feels welcoming and intentional. She and her family reside in Oregon City. Tara joined the DOCA board in July of 2025.

January is a certified Peer Wellness Support Specialist and office manager at NW Treatment. She is dedicated to modeling compassion, community support, and advocacy for all people.

January also enjoys traveling, audiobooks, arts and crafts and spending time with her children, grandchildren, and dogs

Oregon-born and caffeine-powered, Jen is a licensed esthetician, small business owner, and busy mom of two who balances family life, entrepreneurship, and community involvement with humor and heart. Her skincare journey began with sensitive skin challenges and led her to specialize in gentle, results-driven treatments inspired by Korean skincare. She is passionate about helping clients feel confident, cared for, and comfortable in their own skin while contributing to a vibrant downtown community.

Ashley is an owner at McAnulty & Barry’s, a longtime downtown bar known for its welcoming atmosphere and strong community presence. As a business owner on Main Street, he brings hands-on experience and a practical perspective to the Downtown Oregon City Association board, with a focus on supporting local businesses and a vibrant downtown.

Ashley Gardner

Jonathan Owens is the Executive Director of the Oregon City Chamber of Commerce, where he works to support local businesses and strengthen the regional economy. With an MBA and a background as a small business owner, he brings practical experience, strategic insight, and a strong commitment to the success of the downtown business community.

Aaron is the founder of OnPurpose Studio, a tech-first translation and localization company that helps organizations build global-ready digital experiences. With a background in engineering and globalization strategy, he has led large-scale internationalization efforts for major companies and brings strong technical and product expertise to the Downtown Oregon City Association board

Aaron Presley

Jessica is an LPC, CADCIII, AASECT certified Couples and Sex Therapist and has been working in the Behavioral Health field for more than 15 years.  She is currently the Owner and Program Director for NW Treatment.  She continues to be interested in ways to better serve her clients and staff and is known for pushing boundaries of mid level expectations in the Behavioral Health field.  With her free time she enjoys: board games, running RPGs, knitting/crocheting, and fixing up her house.

Cassandra’s winemaking journey began the way the best stories do: with an opportunity and a leap of faith. After dinner with a renowned Napa winemaker, she was offered an internship and spent the next three years learning the rules well enough to break them. Whether she’s doing, you can be sure she’s doing it her own way. As Corcilla Cellars founder and winemaker, Cassandra brings the laughter, ridiculousness, and passion that makes everything else possible. She’d be the first to say that winemaking isn’t always glamorous (and almost never easy), but there’s nowhere she’d rather be and nothing she’d rather be doing.

With more than 30 years of planning and local government experience in Oregon, she is a retired principal planner and longtime community leader. She has served on numerous local and regional commissions, advisory committees, and preservation organizations, bringing deep expertise in urban planning, historic preservation, and public policy. She remains actively involved in civic initiatives and is committed to supporting a strong, vibrant Downtown Oregon City.

A proud Oregon native, Kayla is a real estate professional who loves helping people experience the beauty and lifestyle of the state and the unique charm of the PNW. With a background in event planning and strong negotiation skills, she brings organization, strategy, and clear communication to her work and her service on the DOCA board. She is passionate about supporting the community and commerce that make downtown a vibrant and welcoming district.
